The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, assembled in the Council Chambers, 26215 Trowbridge, on Monday, August 20, 2007

Call Meeting to Order

Pledge of Allegiance

Mayor Hilliard L. Hampton II called the meeting to order at 7:46 p.m. City Council and the public in attendance pledged allegiance to the flag of the United States of America.

Roll Call

Honorable Council Present:        Michael Canty, Ernest Hendricks, Marcus Hendricks, Ronald Johnson, Mayor Hilliard L. Hampton II.

Honorable Council Excused:       DeArtriss Coleman-Richardson, Wanda Harris-Foster,

Approval of Agenda

07-08-232         RESOLVED by Johnson, seconded by M. Hendricks to approve the agenda as presented with the addition of three items. MOTION CARRIED.

Public Participation

·            Sharon Walker: Water bill concern despite water meter being replaced. Treasurer will respond.

·            Dorothy Gardner: Congratulations on Jazz Festival success.

·            Terrel LeCesne: Congratulations on Jazz Festival. What are the time restraints for political signs according to the ordinance? City Clerk responded 90 days prior to an election.

·            JeRico Darby: Bought property from the State of Michigan, City of Inkster does not acknowledge. Dr. Dawkins will investigate and respond

·            Yahmi Nundley: Requested to have a block party August 25 from 12:00 noon to 9:00 p.m. Will be placed on the agenda under new business.

·            Willie Johnson: Excessive dust generated by cement company. Is the secret witness program in effect? Carlysle Road in need of repair. Abandoned homes need to be destroyed.

·            Carmen Hendrix: Construction workers do not care about the area. Will Arlington be paved? Muzaffar Lakhani responded.

·            Hardy Robb: Asked for status of railroad fence near the high school. Would like to see more activities in our city parks. Congratulations on Jazz Fest.

Mayor and Council Concerns

·             M. Hendricks: What is the appeal process for water bills? Archer V. Collins responded.

·             E. Hendricks:  Status of demolitions, utility process. Ralph Welton responded.

·             Mayor Hampton: Recognized Jazz Festival sponsors and thanked Police and DPS for their efforts. It is a benefit when the School Board and the City can work so well together.

       Consent Agenda

07-07-233.     RESOLVED by Canty, seconded by Johnson to approve the minutes of the August 6, 2007 council meeting and the Covenant Church International to conduct a prayer walk on August 31, 2007. MOTION CARRIED.

07-08-234      RESOLVED by E. Hendricks, seconded by M. Hendricks to allow a block party to be held on September 1, 2007 from noon to 8:00 p.m. on Wellington between Colgate and Carlysle. MOTION CARRIED

07-08-235.     RESOLVED by M. Hendricks, seconded by Johnson to authorizing DPS to have Unit 07324 repaired by Webster’s Collision in the amount of $2,930.50 with no contingency amount. MOTION CARRIED

07-08-236      RESOLVED by Johnson, seconded by Canty to authorize purchase of 350 - 5/8” water meters, 50 – 1” water meters, 5 – 1.5” water meters and 200 replacement meter dials with remote read device from Badger Meter Supply, a sole source, in the amount of $38,460.50. MOTION CARRIED

07-08-237.     RESOLVED by M. Hendricks, seconded by Johnson to accepting Ford Municipal Finance Quotation Bid #53233, municipal lease-purchase of four vehicles for the Police Department, two vehicles for the Fire Chief and City Engineer in the amount of $42,842.96 over a three year period totaling $128,528.88 including interest and two Ford F-250 Supercabs for DPS in the amount of $9,876.61 over a five year period totaling $49,383.05 including interest plus a one time documentation fee of $350.00. Also, accept installation of Police (4) and Fire (1) department vehicle graphics and specialized emergency equipment from Priority One Emergency in the amount of $30,724.94. MOTION CARRIED

07-08-238.     RESOLVED by M. Hendricks, seconded by Johnson to establish an increase to the city’s revenue and expense budget of $4,931.00 for the Fiscal year 2007/2008. MOTION CARRIED

07-08-239.     RESOLVED by M. Hendricks, seconded by Johnson to establish the Millage rate at 5.0675 for the Local Street Debt for the Fiscal year 2007/2008. MOTION CARRIED

07-08-240.     RESOLVED by E. Hendricks, seconded by Johnson to approve personal service contract on Fred Hill, liability and safety specialist on a part time basis at a cost of $30.00 an hour. MOTION CARRIED

07-08-241.     RESOLVED by Johnson, seconded by Canty to TABLE a request to approve website update to include a citizen request module and a payment center at a rate of $703.00 per month and a one time set up fee of $500.00 pending further information. Nay: E. Hendricks. MOTION CARRIED.

07-08-242.     RESOLVED by Johnson, seconded by Canty to TABLE a request to award crime coverage to Fidelity & Deposit/Zurich – Brownrigg Companies LTD agent in the amount of $3,933.00 for the period of August 1, 2007 to July 31, 2008. MOTION CARRIED

07-08-243.     RESOLVED by E. Hendricks, seconded by Canty to allow a block party on Norfolk between Sylvia and Wellington on August 25, 2007 from 12:00 noon to 10:00 p.m. MOTION CARRIED

07-08-244      RESOLVED by E. Hendricks, seconded by M. Hendricks to allow a proposed sale of city owned property to former owner, Mrs. Florence Dinwieddie (EDP #014 02 0009 and #014 02 0011 000) located on Inkster Road for the amount of $434.07 representing delinquent and the project taxes for 2007. MOTION CARRIED


 

 

 

07-08-245.     RESOLVED by Johnson, seconded by M. Hendricks to award contract to Hubbell, Roth & Clark to perform construction administration for the CSO Phase II western outfalls construction project in the amount of 5% to 9% of $17,753,136 and $30,000 for review prior to construction. MOTION CARRIED

07-08-246.     RESOLVED by Johnson, seconded by M. Hendricks to allow a block party on Carlton between Middlebelt and Central on August 25, 2007 from 12:00 noon to 9:00 p.m. subject to the approval of the administration. MOTION CARRIED.

       There being no further business to come before Council, on motion duly made by Johnson and seconded by M. Hendricks and carried, the Regular Council Meeting of August 20, 2007 was adjourned at 9:42 p.m.
