D-1. First Reading to of an ordinance to amend section 113.187 through 113.205 and to add Sections 113.206 through 113.209 of the Code of Ordinances of the City of Inkster.

F. NEW BUSINESS

F-1. Consider authorizing Inkster Police Department to accept two (2) donated vehicles from AAA of Michigan.

F-2 To permit the Administration to solicit quotations for the publication of the 2008 City of Inkster Calendar and allow for solicitation of advertisers for this publication.

F-3 Consider establishing an Industrial Development District (in accordance with Public Act 198 of 1974).

F-4 Consider authorization to award the contract to Cadillac Asphalt Company for the reconstruction of parking lot at the new city hall 26215 Trowbridge. In the amount of $97,020.75 based upon unit prices proposal submitted to the City. Also approve $25,000.00 for the sidewalk and misc. concrete work, plus a contingency of 15% = $18,303.11, a total amount of $140,323.86. Funds from Act 51 Local street capitol improvement account number 556-974-02.

F-5 Consider authorizing change order #(1) one to the contract to Jarrett-Mills-Schron & Associates, Inc. to provide professional construction engineering services for the

replacement of certain water mains project in the City, at a unit rate of $464.00 per inspection day and $7,400.00 to provide construction Administration for this project. Authorize an amount of $35,000.00 for these services, plus a 15% contingency = $5,250.00, a total of $40,250.00. Funds from account number

556-974 (Local Roads) and 564-972 (Capitol Improvement Water Fund) @ 50%.

F-6. Authorization for the City of Inkster to enter into a 5-year lease agreement with AT&T for a BCM 400 phone system with telephones, accessories and related peripherals for the new city hall.

F-7. To approve a resolution authorizing the issuance of General Obligation Bonds (Unlimited Tax), Series 2007, in an amount not to exceed $5,000,000 for the purpose of paying the cost related to local streets and related infrastructure. Also, authorizing the City Manager and other City Officials the authority to make certain determinations in connection with the sale and delivery of said bonds.

F-8. Approve appointment of Alliance Benefit Group to do a actuarial study in order to comply with GASB 45 baseline regulations.

F-9. Approve contract for provision of professional services with David A. Stevens as Administrative Hearings Bureau Officer.

F-10. Approve contract for provision of professional services with George A. Chatman as Administrative Hearings Bureau Officer.

F-11. Approve Resolution opposing a Bill that ties communities to a mandated curbside recycling program.

F-12. Authorize the Inkster Task Force to seek grants.

G. CLOSED SESSION

Council may enter into Closed Session to discuss contract negotiations, purchase or lease of real property and/or pending litigation in accordance with MCL 15.268 (a), (c), (d), and/or (e).

G-3. Contract negotiations in accordance with MCL 15.268 (e).
