PUBLIC PARTICIPATION – Citizens wanting to address the Council can do so at this time. Persons addressing Council are requested to completely fill out the attached form and give it to the City Clerk. For the record, please state name and address when called upon by the Chair to speak.

·        To establish an Industrial Development District (in accordance with Public Act 198 of 1974)

MAYOR AND COUNCIL COMMUNICATIONS

A.    CONSENT AGENDA

        A-1.      Consider approval of regular meeting minutes of February 5, 2007.

        A-2.      Consider approval of Police and Fire Retirement System to be paid February 28, 2007 in the amount of  $133,873.91.

        A-3.      Consider payment to Milton Spokojny, City Attorney in the amount of $11,105.35 for January 2007 services.

      C.    PREVIOUS BUSINESS – TABLED ITEMS

        C-1.      To remove item from Table regarding implementation of fee for court ordered breath tests.

        C-2.      To implement a department fee of $10.00 for all persons court ordered to give a breath test during their probation.

F..    NEW BUSINESS                                                                                                                       

        F-1.      Consider scheduling a public hearing on March 19, 2007 to amend the Tax Increment Finance Authority Plan to exclude any recapture of any ad valorem property taxes generated as a result of the Parks and Recreation Millage.


 

 

 

 

        F-2.      Consider awarding contract to Stante Excavating Co. the lowest bidder, in the amount of $931,609.10 plus a contingency of 15% - $139,741.36, a total amount of not to exceed $1,071,350.04. To provide construction services for the correction of two high-level IDEPs and manhole rehab and adjustment project. Funds from account number 564-973 (utilities capitol improvement).

        F-3.      Consider entering into a contract with Michigan Dept. of Transportation (MDOT) contract #07-5039 for the preliminary engineering services. For estimated cost of $91,800.00 for the Carlysle Road project. Also, authorize Mayor or his designee and City Manager or his/her designee to sign the contract on behalf of the City of Inkster.

G.    CLOSED SESSION

Council may enter into Closed Session to discuss contract negotiations, purchase or lease of real property and/or pending litigation in accordance with MCL 15.268 (a), (c), (d), and/or (e).
