Monday, April 17, 2006

The Regular Meeting of the Council of the City of Inkster, Wayne County, Michigan, convened in the Council Chambers, Booker T. Dozier Recreation Complex, 2025 Middlebelt, on Monday, April 17, 2006

CALL MEETING TO ORDER

PLEDGE OF ALLEGIANCE

Mayor Hilliard L. Hampton II called the meeting to order at 7:41 p.m. Mayor Hampton, City Council and the public in attendance pledged allegiance to the flag of the United States of America.

ROLL CALL

Honorable Council Present: Michael Canty, DeArtriss Coleman-Richardson, Wanda Harris-Foster, Ernest Hendricks, Marcus Hendricks and Ronald Johnson. Mayor Hilliard L. Hampton II.

APPROVAL OF AGENDA

06-04-090 RESOLVED by Coleman-Richardson, seconded by Harris-Foster to approve the agenda as presented with the addition of F-6 and F-7 and schedule a date for the next Budget Meeting under New Business.

PRESENTATIONS

Delta Sigma Theta Sorority – Kimberly Trent and fellow sorority members spoke on affirmative action and asked Council to pass a Resolution in support of opposition of the Michigan Civil Rights Initiative. City Attorney stated he had no concerns regarding the resolution presented other than to strike the name mentioned therein. Theola Jones announced a Senior Safe Day would be held on April 21st.

06-04-102 RESOLVED by Coleman-Richardson, seconded by Harris-Foster to approve the resolution in opposition of the Michigan Civil Rights Initiative.

PUBLIC PARTICIPATION

Nelleen Moore, 29295 York, stated the homes located behind her home were in disrepair. Boards from windows and doors had been removed. There is debris all over which needs to be cleaned up. Also, the potholes in her area are very deep.

Sheri Bent, 28343 DePlance Lane, expressed security concerns with Stratford Place. The residents were promised a gated community and currently there is frequent traffic traveling to the rear of the site performing questionable deeds. The lawn needs to be seeded and large piles of debris are attracting rodents. Several attempts have been made to contact the developer with no response. Mayor stated he would speak to the city attorney regarding breach of contract.

PUBLIC HEARINGS

MAYOR AND COUNCIL COMMUNICATIONS

Wanda Harris-Foster – Middlebelt/Pine needs to be cleaned.

Ernest Hendricks – 26834 Florence near Princess has trash that needs to be cleaned. The Spring Clean Up program should include the Michigan Avenue/Harrison and corridor area. An update on the demolition property was requested with Dr. Dawkins responding with the City’s options.

Michael Canty – Recognized Lt. O’Bryan for his effort in controlling a situation on Saturday. There have been countless complaints regarding trash pickup (handed out copies of waste contractor contract). Called for strict enforcement of fines.

DeArtriss Coleman-Richardson – The cement factory on Michigan Avenue is creating dust. Mr. Collins stated the issue is being addressed. Mayor asked that mounds be monitored.

DeArtriss Coleman-Richardson – Asked what the building next to Isabelle’s is being used for. Dr. Dawkins stated the site plan calls for a limonene dispatch office. Correspondence has been sent to the owners.

Marcus Hendricks – Questioned "put out" process. Would like P&R to attend a meeting. Enforce fine clause from contract. The thoroughfares need to be cleaned on Middlebelt between Cherry Hill and Avondale where the debris is piled on the fences.

Ronald Johnson – Appealed to homeowners to help clean up. Archer V. Collins, DPS Director introduced a Spring Clean Up Program scheduled from April 15, 2006 to continue the first three Saturdays in May. This is expected to be an annual event.

CONSENT AGENDA

06-04-091 RESOLVED by Harris-Foster, seconded by Canty to approve with a correction to the minutes of April 3, 2006 made by Harris-Foster to reflect her status as excused. Also, E. Hendricks asked to remove A-5 and make it Item F-8 under New Business

FIRST READINGS

06-04-092 RESOLVED by Canty, seconded by Harris-Foster to approve the First Reading of the Amendment to the Cabaret Ordinance.

SECOND READINGS

CITY MANAGER

NEW BUSINESS

06-04-093 RESOLVED by Coleman-Richardson, seconded by Harris-Foster to authorize submission of final request for Weed and Seed funding from the Department of Justice Community Capacity Development Office in the amount of $200,000.

06-04-094 RESOLVED by M. Hendricks, seconded by Johnson to approve the sell of two (2) city-owned vacant lots, which are situation on the northwest corner of Middlebelt Road and Michigan Avenue.

06-04-095 RESOLVED by Canty, seconded by E. Hendricks to rescind City Council Resolution 04-4-003, which agrees to sell city-owned property to construct single-family homes as offered by Orco Investments.

06-04-096 RESOLVED by Harris-Foster, seconded by M. Hendricks to authorize payment to SEMCOG for 2nd Quarter membership dues in the amount of $902.50.

06-04-097 RESOLVED by M. Hendricks, seconded by Johnson to schedule a Public Hearing on May 1, 2006 for the 2006/2007 Budget and Truth-In-Taxation.

06-04-098 RESOLVED by Coleman-Richardson, seconded by E. Hendricks to authorize the City Administration to seek appropriate funding as it related to Carver Homes

06-04-099 RESOLVED by Coleman-Richardson, seconded by Harris-Foster to approving a lease agreement of 26215 Trowbridge subject to the approval of the City Administration and City Attorney.

06-04-100 RESOLVED by E. Hendricks, seconded by Coleman-Richardson to approve payment of invoice in the amount of $11,813.80 from Milton Spokojny, City Attorney for services rendered March 2006.

06-04-101 RESOLVED by E. Hendricks, seconded by Johnson to schedule a Budget meeting for May 3, 2006 at 7:00 p.m. at the Recreation Complex.

CLOSED SESSION

There being no further business to come before Council, on motion duly made by Harris-Foster and seconded by Coleman-Richardson and carried, the Regular Council Meeting of April 17, 2006 was adjourned at 9:46 p.m.
