Operation Weed and Seed, initiated in 1991, is a
key component of the U.S. Department of Justice’s Anti-Violence
Programs. It is a community driven strategy that brings together local
crime-fighting agencies, social service providers, business owners, and
neighborhood residents in a shared goal of weeding out violent crime and
gang activity while seeding the area with social services and economic
revitalization. Under the leadership of the United States Attorney’s
Office, Eastern District of Michigan, the City of Inkster was designated
a Weed and Seed site in 1997. This designation has enabled Inkster Weed
and Seed an opportunity to enhance the quality of life in our most
challenging and most promising neighborhoods. In 2002, Inkster Weed and
Seed was re-certified as an official Weed and Seed site. This
designation is in effect for 5 years.
The main goal of
Weed and Seed is to help prevent, control, and reduce violent crime,
drug abuse, and gang activity in designated neighborhoods and provide a
safe environment, free of crime and drug use, for law-abiding citizens
to live, work, and raise their families. There are over 300 Weed and
Seed sites throughout the country.
The
Inkster Weed and Seed Strategy encompasses two goals: 1) eliminate
violent crime, drug trafficking and drug-related crime from
neighborhoods (weed) and 2) enhance our community with services and
economic revitalization (seed). In meeting these goals, our program
consists of three objectives: 1) develop a comprehensive, multi-agency
strategy to control and prevent violent crime, 2) coordinate and
integrate existing, as well as new, Federal, State and local and private
sector initiatives, criminal justice efforts and human services and
concentrate them in the city, and 3) mobilize community residents.
There are four essential
elements to the Weed and Seed Strategy: Law Enforcement, Community
Policing, Prevention, Intervention, and Treatment and Neighborhood
Restoration.
Law
Enforcement
Consists
primarily of suppression activities that include enforcement,
adjudication, prosecution, and supervision efforts designed to target,
apprehend, and incapacitate violent street criminals who terrorize
neighborhoods and account for a disproportionate percentage of criminal
activity.
Community
Policing
Creates
an environment in which law enforcement works closely with community
residents to develop solutions to violent, drug-related crime and social
disorder present in the city.
Prevention,
Intervention, and Treatment
This is
the “seeding” aspect of the Weed and Seed Strategy that involves
coordinating new or existing services to assist in reducing and
preventing problem behaviors and criminal activity in Inkster.
Neighborhood
Restoration
Entails
revitalizing distressed neighborhoods through the development and
implementation of various strategies that will enhance the physical
environment within the city. A large portion of neighborhood
restoration embraces improving the quality of life for residents through
their surroundings.
