Housing Rehabilitation Assistance
Property Improvement Program – this is a MSHDA funded low-interest loan program. Interest rates vary between 4% - 8%. This program is available for single-family homeowners as well as landlords who rent to low-to-moderate-income tenants. Eligible homeowners may borrow up to $50,000 and eligible landlords may borrow up to $25,000 per unit with a maximum outstanding limit of $100,000 per borrower. Eligible homeowners may spread repayment over 20 years.
Wayne County Weatherization Program
The Wayne County Weatherization Program provides free home weatherization to low-income residents. Weatherization services include energy conservation services such as insulation and modernizing heating and air conditioning systems. Applicants cannot have gone through the program since 1993.
Each year about 4,000 eligible homeowners and renters benefit from the program. Studies show an average of 15% - 30% reduction in fuel costs. As a result of the 2009 American Recovery and Reinvestment Act, an unprecedented $5 billion in funding will be allocated to the Weatherization Assistance Program. The Department of Energy has increased the income eligibility guidelines and raised the maximum weatherization cost per home from $3,055 to $6,500.
